Government can be cognisant of these sets which are continually being committed by their armed forces in the neighbourhood of Hongkong. Each acts appear to be useless from the military point of view and they can hardly redound to the credit of the Japan cas Navy if they remain on record without any reasoned denial or explanation on the part of the Japanese Government.

In view of the increasing frequency of the attacks, involving as they do the destruction of

some of the craft concerned and the death and wound-

ing of their crews, I should be very grateful for Your xcellency's assistance in sending early and effective instructions to secure their complete

cessation.
